About the Dem. Rep of Congo ( D R C), your ideas...


How do we approach corruption in a country that have institutionalized corruption? How do we encourage that goverment to stop corruption?

During my trip to Africa, I saw many port revenue and police officers taking bribe or pushing me to bribe them. Asking why they were acting that way, the answer was simply " we are hungry and the government is not paying our salary". One is tempted to become compensionate and give a bribe in a humanitarian way in those situation. I mean to assist those officials to put food on their table. Of course, the general outcome is the disfunction of public funds that suffer serious loss. Who can help us address this situation in a country like the DRC where the end of corruption is not anywhere in the near future. How do we fight corruption in the DRC?
